Rafael makes landfall in Cuba as major hurricane
Hurricane Rafael is now expected to become a major hurricane prior to making landfall in western Cuba this afternoon. As of the 10 a.m. advisory, Rafael now is a strong cat. 2 hurricane with 110-mph sustained winds and is tracking northwest at 14 mph. The center of Rafael is located 130 miles south-southeast of Havana, Cuba.
Wednesday’s total blackout also follows a similar episode last month when the entire country lost power for several days.
